Generating electricity from sea water

Generating electricity from sea has been discussed for decades now, attempts have been made to harness the both wave and tidal power, usually with little success. However, with advances in engineering in the past few years, the oceans have become an economically feasible source of energy.

Why no power company in India ever thinks of using this kind of resources, where water is taken to small hills near shores using wind, steam & tidal power, push it down hill to generator & recycle this water not loosing its energies so less power used for next get uphill thing.

If this not feasible, some r&d has to happen if want to support future energy demands. :)
